Because Vietnam perfume rice is softer than most, it requires LESS water than regular white rice, resulting in fluffy rather than sticky rice. For every 1 cup of Vietnam ST rice, use only 1 1/4 cup water (the guideline for white rice is 1 1/2 cup water to 1 cup rice).

The key how to cook excellent Vietnam rice
People are unaware that Vietnam ST perfume rice rice is softer than most white rice, which means you’ll need less water to boil it so it’s soft and fluffy on the exterior rather than sticky.
While normal rice is prepared with 1.5 cups of water per cup of rice, Vietnam ST perfume rice is cooked with only 1 1/4 cup.
Yes, a quarter cup really does make a difference! In my life, I’ve cooked a lot of too soft perfume rice that I’ve never been satisfied with until I learned this way.
Rice does not need to be rinsed
I’m debunking a long-held belief that washing the rice is required for fluffy rice. It isn’t! I’ve made a lot of rice in my time, so I can attest to this.
Here’s what I’ve learned thus far:
No rinsing required – if you use 1 1/4 cup of water for 1 cup of Vietnam ST perfume rice, your rice will be fluffy even if you don’t rinse it.
To account for the excess water that remains in the rice after rinsing, reduce the water by 2 tablespoons (ie 1 1/4 cups water minus 2 tablespoons).
You must lower the water by 3 tablespoons if you rinse AND soak for 1 hour (eg 1 1/4 cups minus 3 teaspoons).
Rinsing vs. no rinsing — rinsing results in a scarcely discernible increase in fluffiness. The majority of people would not notice;
Only rinse if you buy rice directly from a rice farm or similar source to remove debris and anything leftover from the processing; no need to clean if you buy rice from a store – If you buy rice in glossy plastic packets from the shop, it should already be cooked.
If you buy retail, there’s no need to clean — If you buy rice in glossy plastic packets from the shop, it should already be clean — and with less starch.
If you need to rinse the rice to clean it, if you just can’t stop yourself, follow these steps:
Fill a bowl halfway with water and add the rice. Drain after swishing with your hand. 3-4 times more – the water will never be totally clean. Drain in a colander and cook according to the recipe.

Once you’ve got the rice and water ratio perfect, the rest of the processes are the same as for regular white or basmati rice:
RAPID SIMMER – Combine water and rice in a saucepan and put to a rapid simmer over high heat. The whole surface should be rippling, with bubble borders and white foam;
Allow the rice to finish cooking for 10 minutes. If you omit this step, the grains will be moist in the centre and little firm; fluff! Use a rubber spatula or a rice paddle to prevent the grains from splitting apart (Jasmine rice is softer than most white rices).

How to Cook Vietnam ST perfume rice on the Stovetop
- Start by rinsing the rice to remove as much starch powder as possible — this will keep your rice from getting too gummy. Rinse in a fine mesh strainer until the water runs clear.
- Add water and rice to a pot (using 1 ¼ cup water for 1 cup of rice). Add salt to taste.
- Bring the water to a boil.
- Lower the heat to low and cover the pot with a lid. Let the rice simmer until all the water is absorbed, or about 10 to 15 minutes. When checking for doneness, be sure to check the rice at the bottom of the pot, using a wooden spoon to make a well.
- Remove the pot from heat and allow the rice to rest for 10 minutes. Fluff with a fork and serve.
